I am making this request under the Freedom of Information Act 2000 for recorded information relating to the provision of rubbish/waste skips at the following locations: Ploughman's Tower Hockmore Tower Evenlode Tower Windrush Tower Foresters Tower Unless otherwise stated, please provide information covering the period from the date skips were first provided at each location to the date this request is processed. 1. Records explaining the decision to provide skips Please provide copies of any recorded information relating to the decision to provide skips at these locations, including but not limited to: ♦ Emails. ♦ Internal correspondence. ♦ Memos or briefing notes. ♦ Risk assessments. ♦ Inspection reports. ♦Meeting minutes or notes. ♦ Approval or authorisation records. This should include records identifying: ♦ who requested the skips; ♦ who approved or authorised their provision; and ♦ the reason or justification recorded for providing them. Please include any attachments to relevant emails or correspondence. 2. Dates and duration For each of the five locations, please provide: ♦ The date a skip was first installed or provided. ♦ Whether skips have been provided continuously or intermittently. ♦ The dates of any periods where skips were removed and later reinstated. ♦ The total number of months (or part-months) skips have been provided at each location. 3. Costs and expenditure For each location, please provide the total expenditure incurred to date relating to skips, broken down where possible into: ♦ Skip hire. ♦ Delivery. ♦ Collection/removal. ♦ Waste disposal. ♦ Any other associated charges. Please also provide, for each payment: ♦ The transaction or invoice reference number. ♦ The supplier name. ♦ The invoice date. ♦ The amount paid. ♦The month in which the payment appeared in Oxford Direct Services' published expenditure reports for payments over £500 (where applicable). If costs cannot be broken down by category, please provide the total cost by location together with the underlying transaction records. 4. Contractor and contractual arrangements Please provide: ♦ The name of the contractor or supplier responsible for providing the skips at each location. ♦ The contract start date. ♦ The contract end date (or confirmation if ongoing). ♦ The total contract value, where applicable. If the skips were supplied under a framework agreement or call-off contract, please identify that agreement. 5. Recharge of costs to Oxford City Council If any costs relating to these skips were recharged, invoiced, or otherwise passed to Oxford City Council, please provide: ♦ The total amount recharged. ♦ The dates of each recharge or invoice. ♦ The transaction or invoice reference number. ♦ The accounting code or cost centre used, where recorded. ♦ The month in which each transaction appeared in published spending reports for payments over £500. Where documents are withheld under an exemption, please provide the non-exempt portions with appropriate redactions and identify the exemption relied upon for each withholding, together with the relevant public interest reasoning where required under the Act.
