Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised? Dear Oxfordshire County Council Freedom of Information Team, I am writing under the Freedom of Information Act 2000 to request information regarding Oxford City Council's (OCC) due diligence and compliance checks on the Regal Area Community Association (RACA, Charity No. 1041414) as the operator of the Regal Community Centre (Ridgefield Road, Cowley, Oxford, OX4 3BY), a council-owned public space for hire. RACA manages the centre under a lease (or other similar/written agreement) from OCC, with a recent renewal approximately in summer 2025 as mentioned by RACA trustees. As a regular user and council-commissioned service provider (Go For It! and AFiUK), I require this information to understand OCC's oversight processes, particularly in light of RACA's governance issues (e.g., outdated trustee register, inquorate board) and our ongoing exclusion from the centre. Please provide the following: 1. Any due diligence reports, governance reviews, compliance assessments, or risk evaluations conducted by OCC on RACA prior to or during the lease (or other similar/written agreement) renewal (~summer 2025), including checks on RACA's Charity Commission registration, trustee details, quorum, constitution, published policies (e.g., complaints handling, safeguarding, conflicts of interest), and equality compliance. 2. The date of the most recent compliance check or audit on RACA or the Regal Community Centre (including any internal audits, site visits, or lease monitoring from 2022 to present). 3. Copies of any correspondence, memos, or notes between OCC and RACA (or internal OCC discussions) from January 2024 to present regarding RACA's compliance with Charity Commission rules, lease terms, equality duties (PSED, Equality Act 2010 s.149), or tenant management. 4. OCC's standard policy or procedure for conducting due diligence on community association tenants before lease (or other similar/written agreement) renewals, including Equality Impact Assessments. 5. A copy of the current OCC policy governing council staff volunteering in community centres or other properties that are leased from the council. 6. All Conflict of Interest Declarations submitted to OCC by its employees regarding their voluntary roles with RACA. 7. If no such checks were conducted for the 2025 renewal, confirmation of this and the reason. 8. A copy of all correspondence (including emails, letters, and meeting notes) between OCC officers/members and RACA representatives concerning the organisations "Go For It!" or "AFiUK" for the period January 2024 to the present date. If any information is withheld under exemptions (e.g., s.31, s.40, s.43), please provide a refusal notice with reasons and public interest test.   4. I would like to make a freedom of information request. I am doing a research project investigating call-off contracts in the public sector. I have identified three potential call-off contracts awarded by OXFORD DIRECT SERVICES LIMITED, but I can't find details of the framework agreements they were awarded from. I have attached an Excel file that contains the information I am looking at. The last two columns ("Title of framework used" and "Further framework info") is where I am missing information. Please could you provide the name of the specific framework agreements or DPS agreements used here. If there is any further info which you think would help me locate the framework agreements (e.g., a link to the framework's Contract Finder or FTS listing, the framework provider, or a widely-used reference number such as CCS's RM codes), please use the final column for this. Please note that I have identified these contracts as possible call-off contracts, so some of them might not be. Some could be, for instance, procured directly (without being called off from a framework agreement), or could be themselves notices of the establishment of a framework agreement. Therefore I would kindly ask you to specify in these incidences what kind of procurement was used in the "Title of framework used" column. I have provided the title, description, the publication date, and procedure type used to award each potential call-off, as well as a URL link to the call-off in question and a unique reference ID for each potential call-off.   5. Under the Freedom of Information Act 2000, I respectfully request the following information regarding the vehicles owned, managed, or leased by your authority as of August 2025. 1. Total number of road-legal vehicles currently owned, managed, or leased by the council. This should include all vehicle types (e.g., cars, vans, HGVs, specialist vehicles) registered for use on public roads. 2. A Breakdown of the different fuel types Electric: Vehicles powered solely by an electric battery. Hybrid: Vehicles that combine an electric motor with a petrol or diesel internal combustion engine (this includes both standard hybrids and plug-in hybrids). Petrol: Vehicles powered solely by petrol (excluding hybrids). Diesel: Vehicles powered solely by diesel (excluding hybrids). Other? Notes to ensure clarity: "Road legal" refers to vehicles that are registered to drive on public roads, excluding those used solely on private land (e.g., golf buggies, some grounds keeping equipment). "Owned, managed, or leased" includes any vehicles under the council's direct control, regardless of the financial arrangement.

  6. Please could I have answered the following questions: How many incidents have you been called to of human excrement or urine in a public space in your council area since January 2020? Please could each incident be broken down into what was found, where it was found (eg street name/park name) and when it was found? Did you clean up all incidents? Please could I also have the report that the complainant sent/phone operator wrote down when the complaint was made for each one

  8. Under the Freedom of Information Act of 2000, could you please provide me with the most up-to-date list of all Housing Associations occupying residential properties (Council tax) in your local authority. Could you please provide the information in an excel spreadsheet and include the following fields : (a) The current ratepayer of the property (only if a LTD company) (b) Full Property Address (Number, Street, Postal Code, Town) (c) The date the current ratepayer became liable for the council tax (d) Occupied / Vacant status (e) Any relief the property is currently receiving including, but not limited to : mandatory, discretionary, empty rates relief etc Could you also please confirm the date that the data was generated.
